interesting, and you've tried strfry and failed? There was a rust relay that I saw a while back that seemed customizable, can't find it though.
Not really sure what's entailed in building your own relay from scratch, but that might be a good place to start for custom use case? If the requirements are the same across relay functionality, then maybe you can build the foundation and then your "nice to haves" on to of that? Or maybe you've tried this already?
strfry was easy to use and install, but I never really tinkered with it more than was required. That rust one also looked good, but i don't know rust so I left it out. The other relays were like personal relays and stuff. Someone who would know would be @npub1x0r…shtn but I think he's moved away from nostr to something else.

You can't have it both ways. You either have complete freedom, which includes autonomy, self sovereignty and self determination. Or you give these up, in any measure, to others - as a means of governance.
You give up your freedoms of self protection and get a number you can call instead. You pay taxes so that you can have public services available to you that you wouldn't have i.e. fire departments or parks or roads connecting your cities together. It's a give and take of 'freedoms' in a contract you make with the state.
There's so many interesting case studies, from the current wars in Donbas and Palestine to the disasters in North Carolina and elsewhere. Even Bitcoin has a defining self-sovereignty factor to it, hell it's built INTO the original protocol itself.
At the end of the day, you need government to handle things so you can focus on other things.

There's a reason for this.
Government employs first responders and disaster management.
Karen with a shovel is more liability that good, especially when government does not ask for civilian involvement.
The problem is mainly that civilians are untrained, will loot, will end up in danger and require rescue. Civilians can also kill others by sheer incompetence when a first responder could have saved them.
It's not about civilian help, it's about reducing casualty and dangers.
Rather, ask first, stay clear of first responders teams and help in other ways.
AND THIS GOES FOR ANY DISASTER.
I've witnessed some crazy shit as a volunteer firefighter, let alone civilians just getting in the way of critical life saving time and efforts.
