Need mempool full while still being able to make payments uninterrupted.
Lightning only partially fixes this.
A lightning wallet that adds a little more than the routing fee to the payment fee and allocates it towards a mining fee for channel closing budget would go a long way.
Opening a channel (to a different channel partner) batched in the same transaction as closing a channel would help a lot.
None of those improvements require soft forks.

Well I personally like nostros as you probably know, but it's because it shows you what relays notes came from and then you add or remove relays based on whether you want to see those people or not.
So I like the whole use the relays your friends use and prune the ones the spammers use approach personally, but I can see the value in your design so I'll try it.
I think it is kinda designed around how most people actually expect to use nostr anyway.

I think it realistically means that not everyone will have a UTXO, not that everyone can't self-custody.
Most people will ideally be in some n-of-n multi-sig arrangement with layers of peoples they can choose from to cooperate with while still being sovereign enough to be able to change groups or exit entirely when those peoples become less than cooperative.
For money to be useful it needs to be accepted by other people anyway, so the cooperation (but not the trust) of other people I think is a reasonable scaling solution.

Vigilance is still necessary to maintain Bitcoin's status quo. Even though it's properties allow the vigilant to maintain a strong position with ease, if that ease results in relaxation, the ever persistent games of subversion (of the majority SHA256 hashrate chain).
At present I would judge the current Bitcoin community at large to be decently vigilant with a major failing in being way to lax about ETFs and custodial Bitcoin that I believe stems from ignorance of the systemic risks they pose.
This is typically an ebb and flow of newbies believing some nonsense that gets corrected by a slap in the face by a rugpull (a rugpull is a less concerning risk among the risks that custodial Bitcoin presents btw), but there is a growing corperate interest in propagandizing and maintaining this belief in growing a lax custodial Bitcoin userbase.
The vigilance required here is with maintaining culture basically. It should be the case that people will all self custody eventually because Bitcoin is literally the easiest thing in existence to self custody in bulk, but only so long as it stays easy to self custody (another thing that requires vigilance. Wallet design that empowers users and even sensible soft fork discussion that achieves that end)

There's some nuance that most of this article won't apply to nostr*
*but it will apply to individual relays in individual countries.
So CSAM will likely be pretty universal (except for relays that host on Tor.....)
DMCA would apply to a lot of relays....just not for example, a Chinese relay
Individual relays would ban individual countries, but some relays would be IN those countries
but all content from all relays show in the same feed. So what's the net effect for the user who wants to see what they want to see?

If a whole userbase that doesn't want their ID tied to their Bitcoin transactions is using this software for that purpose, and among that userbase is a criminal of any sort, then a malicious update to deanonymize the entire userbase is a real and persistent threat.

I don't recommend the RFC IP over avian carriers, but using pigeons (or runners or light flashes or post office snail mail, or whatever other transport layer you can think of) routed over a DTN (Delay Tolerant Network) leveraging the concept of a contact plant vs what IP uses (Border Gateway Protocol routes) it is feasible.
*It is feasible to use avian carriers, provided you have another avian enthusiast willing to join you within range and other transport layer options were considered less desirable.
