There are lots of options for physical traffic calming infrastructure. Maybe too many - could city officials be experiencing choice paralysis? Here, I'll make it easy. We're going to do this: large concrete bollards necking down a street to one lane. The discussion is over, the choice has been made.
For San Francisco, installing a neckdown like this on every non-arterial block would take about 20,000 bollards costing $4 million. Installation would take maybe 10,000 person-days. Do It.

We make ferries stay below 15mph near marinas so no one's boat gets jostled, maybe we should make cars stay below 15mph in cities so fewer people get KILLED, just a suggestion.
