For example with police. They should be going for a completely different personality profile. Don't hire the macho ex-military types who can't wait to press the trigger. Hire highly educated thinkers, who will in fact THINK before they act.
But my guess is the thinkers won't want to be police for many reasons (pay, danger, whatever). But who knows, maybe some will.
Also maybe hire social workers to be police as well.
