As an individual on the fediverse you'll have to mute, block, etc. As an instance I'll have to decide if there's an ongoing pattern of abuse from that instance and if so block it. IMHO fears of overwhelming traffic for small instances is unfounded. Nobody blocks Mastodon.Social because of traffic issues. The whole panic is rediculous.
