I think you are missing
stacksatsio (npub10jn…vcrd) point. NORTR as a protocol allows lots of networks, that can overlap. The trust that it is a safe space is built on the relay (and client?) level. This allows for diversity of opinion as to what is acceptable, with the goal of being able to avoid censorship. This is a rapidly developing space, the changes that have happened in the 2 months I've been on here are phenomenal. Keep advocating for what you want to see and chances are someone will create it soon enough.
