I'm able to zap anyone using Phoenix wallet (non-custodial and I hold my own keys). Yes, there isn't a non-custodial wallet I know of directly integrated to receive zaps but its not like you need to keep any remotely significant amount on that wallet.
The main thing is, Bitcoin's base protocol is incorruptible and there are still non-custodial options to meet our needs.
