Samaritans were not considered Jews. They were considered outcasts and non-Jews. No Jew then considered Samaritans to be Jews.
There were many synagogues and a spread of Jews throughout the Roman world in those times. St Paul is said to have traveled throughout the Roman world and preached in the synagogues. He spoke to Jews and Greeks in his letters. No surprise he'd address the Hebrews in the congregations.

And the Temple's outer court was called the "Court of the Gentiles" where gentiles could worship, so he could easily go in there. This was a common event, such as the "God-fearers" like the Roman centurion Cornelius. God fearers believed in the one true God of the Torah but didn't follow the strict laws or circumcision, so they could not enter the more inner courts. But they could enter the outer court which was still in the Temple.
