Update: I fixed it!
Turns out the packets I had were misconfigured (wrong period size) but also it turns out the device receiving the audio was expecting 48000Hz and I was giving it 44100Hz, so it sounded good 75% of the time, but peaks in volume would have clipping / distortion.
