That's likely a limitation of the tools. If we had perfect perception and knowledge of how the brain worked, you could probably find the underpinning in the brain or nervous system, or in a consistent pattern within them.
Our senses are just good enough to get by, it's a wonder we've managed as much as we have. We shouldn't make broad conclusions based on things we can't see or infer from sound principles
