Wow, I've never even heard of an escrow statement - what a weird system! In Europe you just buy your house and the local council would be extremely unpopular if they tried to increase property taxes by that much in that length of time. They've gone up a lot in the UK in the past couple of decades, but even there not to that extent (and here in Sweden by much less again). Hiding tax increases and then just springing them on you at the end of the year is horrible.
