and the benefits are? I suspect reduced expenditure on healthcare, improved productivity, reduced losses due to petty crime, and improved social mobility and solidarity. So probably pays for itself within a couple of parliamentary terms. But treasury only interested in this year's costs..
Been a problem for a long time, but got worse since GO became chancellor, as from then on UK gov has no long term strategy, except to stay in power and get richer, exemplified by current one.
