They are perfectly cooked and ready to use. The pressure canner finishes the cooking process. Some people pressure can from dry and it seems to works well, too, but it is not really a safe canning practice because some beans are very hard and don't fully cook in the middle. Personally, I will always use the safest methods (tested) when feeding my family. As far as I know, the only safe way to store already soaked is to pressure can them or freeze them. I wish I had got a pressure canner and learned how to safely use it years ago. It has been a game changer for me.
