I personally mute 3 lolicon posting instances because I'm not down with sexualized depictions of children, I think it's abhorrent. But our instance blocks no one, we leave it up to the individual user to use the moderation tools (block and mute) at their disposal and chose how they want to curate their timelines. I think jannys have no business making these decisions for users unless their is a legitimate safety concern like doxxing or swatting.
