Every committee will have conflicts of interest, as that tends to come along with expertise. The bigger issue is having a clear, structured, traceable, aggressively-transparent process.
That doesn't just help the funders, it also helps rejected recipients. Right now, nobody knows how many applications are received or what percentage of applications is accepted, and according to which specific criteria. It's a black box process, so everyone is free to take a rejection as a personal slight.
If they think there were 50 applications and 49 were accepted, then they probably should feel slighted. If there were 50 applications and 32 were accepted, and it was clearly stated why, then it just is, what it is.
