I agree except for one point:
We've forgotten but something like 2/3s of the US intelligence people also thought that the Russian Army had better equipment, better training, better resources etc. than they really had. Part of that is just the tendency of US intelligence to make every paper tiger bigger to enbiggen their budgets, but some of it was sincere since there were tears about Ukraine, which is more tied to the US than many realize--
