That Putin, like a lot of autocrats, thinks he can just *order* under-resourced underlings to perform as if they had the resources they need, and it will work.
I would caution anyone trying to read the Kremlin tea leaves from starting from the assumption that Putin is a sensible person, and therefore that an explanation must be found to offload his apparent reasoning error on others.
