points 3 and 4 in particular are the main reason why we don't ship anything below "Low" currently (we do have faster presets in the encoder, but they're not exposed in the API). Our "low" feature set still tracks pretty well with the basic error curve you see at normal/high; as you reduce encoder search space further, we're OK on most textures but start to have big quality decreases on the more difficult ones.

Fine for real-time but iffy in the offline, hands-off scenarios we target.
