Anyway, given our focus, we're not trying to compete with ISPC Fast on speed (i.e. no "VeryLow" mode or similar), but our goals are:
1. be Pareto for (error, encode time) at the quality levels we expose
2. have meaningful steps in both encode time and quality between levels (which is why we only have 3 and not many)
3. we want to avoid big quality cliffs between levels so that changing level is "low risk" (i.e. avoid big jumps for _some_ textures)
4. work well with RDO back-end
