I loathe Jack Welch and what he did to this country, and the world, but I think US higher ed needs to be Jack Welched, slash the management levels. That would allow focus to return to education, and would swell the professorship ranks.
And we need professors in higher ed, because we sure as hell don't want academics out here with the rest of us.

When I was a kid I figured out that if I wanted to know how the magician did a trick I shouldn't look where they pointed. Then I figured out that this didn't just apply to magicians, but to politicians, media, clergy, and more.
