There were punks, rats and other assorted tough guys and subcultures. And I'm not even saying that such swearing wouldn't happen, but if kids were around, it would be a slip up, an "oops" moment and even most harder guys would at least act embarrassed. And if there was no apology, the witnesses afterward would discuss how crass and unacceptable that was.
Now, if you call out the bad language they look at you like you're from another planet, and others don't even have the guts to back you the culture is so far gone. The expectation of decent, appropriate behavior around children (or in public, really) is now subversive.
Part of how we got here is the asymmetric relationship blacks and Whites have with the law. Essentially, blacks are legally empowered to behave like the animals they are, and Whites feel the whole Law is arrayed against any attempt to restore order and morality, and if they act they will suffer for it, not the blacks, so the ratchet only turns one way. Whites see what is wrong, know what to do about it and might even be willing, but cannot do anything without potentially risking total life destruction and a long prison term. This plays out the same way with common rudeness, misdemeanors and felonies. Every signal from the system screams, "DO NOTHING," and unless you or your family are at stake, that's often what happens. It's just not worth it, not without it being a part of cohesive coordinated action.

I’m confused about Ireland. Didn’t they conduct a terrorist guerrilla campaign for decades against a superior occupying force? What happened to those guys? Didn’t they have sons? Why aren’t they out there cracking heads? Why haven’t they realized their own “Irish” government is occupied by something far worse than Britain?
