I'm just barely old enough to remember people recalling the Carter-era military, and it was bad, but it was different-bad. The military was viewed as a low-prestige job at a government agency staffed with low-watts that couldn't do anything right. In other words, the system mostly worked, it just had some management issues. Now though, the issues are much organic and marbled throughout.
