URL shorteners aren't needed on Mastodon.
When you include a URL in a post it is always treated as 23 characters long, no matter how long it is.
So you can post full, unobfuscated URLs without significantly consuming your character budget.

You're checking the wrong URL there, #Pachli starts at the /.well-known/nodeinfo endpoint and reads that to get the URL for the actual nodeinfo file.
Pachli uses this information to figure out what type and version of server it's talking to, in order to enable/disable functionality.
