Well EU funding comes from taxes all over EU countries AFAIK,
thus we can say it is public.
But yeah the argument still stays regarding the academics with permanent positions in university and research institutions.
Should they get extra salary just for doing peer review?

Some people would argue that scientists are already paid from public funding to do (review work) that as well.
I echo you and believe the same, we just need to make it in a proper, quality way.

Maybe it would have been better to start with very basic things and an "easy" to use flavor for someone who just starts in Linux.
Furthermore, is better to not do any "extra" steps (encryption etc) until the person has learnt how to use the specific flavor.

I installed #debian in various laptops these past months and I didn't experience any issues.
I used the GUI installation without customisations. It was plain sailing ⛵
I'm sure #linux_mint would be even easier.
