The hungarian presidency suggested to restrict scanning to known CSAM for now, ignoring unknown CSAM and grooming.
We need France or Italy or a combination of at least 2 of Belgien, Netherland, Czechia to keep opposing to keep up the blocking majority.

The document lists amendments suggested by the presidency.
Another important point: The presidency wants to reach a partial general approach by 2024-10-10, the day a progress report would've been done, two months earlier than the previous planned date for a general approach.

Also, France's suggestion to guarantee E2EE by having the EU center certify technologies is pointless, as chatcontrol breaks E2EE by design.
Bypassing encryption by sending the contents to third parties has a similar impact as not encrypting it in the first place.
Additionally, your device violating your privacy is very likely to be fixed (for both criminals and privacy-interested users) or bypassed.
No certification will be able to fix that.

Seems we narrowly avoided disaster, the leak detailing the changes from 2024-06-14 (with the cancelled vote on it a week later) https://www.patrick-breyer.de/wp-content/uploads/2024/07/14.06.2024-Council-CSAR-chatcontrol-BE-Presidency-explanation-of-last-changes-ahead-of-vote.pdf#page=3 shows that the Commission added expanded the definition of visual content to visual components of livestreaming.
Being even more complex than image detection & requiring vast amounts of processing power, this just seems absurd to me.

Viele Menschen gegen die Chatkontrolle haben sich da auch Gedanken drüber gemacht was es da für Alternativen gibt, ich hatte schon vor fast 2 Jahren zusammengetragen was Menschen bei der Befragung der Kommission zur Chatkontrolle vorgeschlagen hatten: https://maxim.tips/against-chatcontrol/#alternatives
Aber offensichtlich ist es ja wichtiger zu behaupten dass die Gegner sich überhaupt keine Gedanken dazu machen.

Now that no vote will take today, it is unlikely there will be another attempt in the next week. This means that next presidency (Hungarian) will take care of this mess.
It also means that before the next vote, elections in France will happen (30th June/7th July), which will likely influence France's position, possibly pushing France back from ~pro to ~against chatcontrol, or might push it further down the pro side if the right-wing RN wins. We'll see.

According to the German Press Agency (Deutsche Presseagentur, dpa), 36 politicians across the EU have signed an open letter condemning chatcontrol.

With the pirate party probably losing their only seat from Germany, Germany & France electing more right-wing parties to parliament (with France's president just announcing re-elections which will likely also impact the position in the EU Council), #chatcontrol seems far more probable than a few days ago.
I've only really been paying attention to German/France, but if it's the same in other countries, things are not gonna go well.
