Some young fruit pickers from Nepal showed me once
in the 43 degree C heat we were having, it is better to wear a winter coat
We were in an air-conditioned train station
and they wanted to go to the mall about a mile away
so they put their padded winter coats on to everyone's amazement
we walked the mile, and we were boiled, they on the other hand were cool and comfortable?
Who would think to do that?

It keeps hundreds of thousands of Government employees, employed?
Police, prison warders and all the clerical staff etc
so the government are only going to encourage such a system
