At that point, you can also categorize them by flash drive, i.e. "Medical" will be a drive full of ZIM files and instructions to download Kiwix. A person walks in, they get a drive, and a week later they can return it. Month, if you're generous.
That's gonna present its own security issues. A person could overwrite the data with something bad, or change drives with a rubber ducky, what do I know what kids are up to these days. A way to make the drives read-only might prevent some of these issues, but a "sanity check" upon return may give you info if the drive has been tampered with. If everything is the same, you're okay.
Bring-your-own-drive schemes might work too, if a person can connect to some NAS and download what they need to their own drive. That might prevent people messing with the data. If you want a surefire way, DVDs are not dead yet (contrary to popular belief). Then, you could theoretically get DVD readers pluggable via USB, hand those out. It'd be easier to keep track of those this way, so a person can go "I'd like that one DVD you have," or "Can I get a copy of all things medical with a reader to go with that?" This will be more inventory, but a lower chance that you'll hand out an infected drive to the next person.
Honestly, then we can get into people returning discs they didn't get from you or infecting entire discs, but a DVD is dirt-cheap (if you buy bulk, it can be even cheaper,) and then you are only limited by the amount of readers.
SD and microSD cards are too easy to misplace or lose, so I'm not really counting those, but having a writer for someone who brings their own media would be a way to spread knowledge. A 21st century printing press, but for DVDs, SD cards and stuff.
Update, mid-writing: there are HDDs and SSDs that are meant to be WORM (write-once, read many). These would be an option, but I'd go for more expensive SSDs rather than spinning rust. I've seen the state of library books :-D

If you want to go full cyberpunk, download all the resources that are available (ZIM files for wikipedia, medical wikis, whatever might be available) and build a sneakernet.
USB transfer speeds are much higher than an average rural internet connection, so getting a copy of some large videocourse that may be free online would take minutes as compared to hours, after which the copy is there forever (until deleted).
It may be a question of what data you want to stick to, if it's just open and downloadable resources (ZIM files from wikipedia or the like), or if you're gonna wget any free resource regardless of "general downloadability" (yt-dlp is a thing). That depends, but as a public institution, you could get in touch with the producers and say "Can we archive your stuff in our library and use it in a sneakernet?"

The investment would be HDDs/SSDs, flash drives or anything. Then, you can copy the needed stuff to them and spread them around.
It's a wild dream, but you are librarians, you know how to store any data and archive.

Poor does not necessarily mean unequipped, and this is something you can teach. I don't really have a full image of what "poor rural US" looks like, but I come from a European village and I can tell you everyone in my village did some sort of farming/gardening and/or animal husbandry, be it pigeons, chickens, sheep, etc. One thing that the solarpunk community does extremely well is adapt the agricultural topics for a more "modern" audience, i.e. people living more in flats or without access to good soil.
An educational activity that would take a while would be a grower class for kids, maybe sponsor the initial investment for something really accessible: 1 pot, some soil, nutrients, stuff like that. If the library buys in bulk, it's going to be cheaper, plus I'm thinking a family cannot easily justify buying a 20lbs bag of soil if they have no place for as many pots. If these initial things are provided (and maybe kept in the library), people can be more relaxed about the outcome.
You library people are good at research. I believe that if you just provided a course for kids and families saying "this is what you can plant easily and here's some materials to get you started," that could do part of the trick. As [@tinker](https://infosec.exchange/@tinker) often mentions, a seed library is a great way to get people interested, because after the initial seeds are bought, they will be multiplied by people handing them out.
Any topics not usually taught by the school could also be a way forward. IT, maths, any topic you think could be beneficial. In that aspect, since it can be taught over longer distances, I think you have all of Fedi to help with that. I raise my hand!
Providing materials and infrastructure for discovering new stuff is the way, I think, in any case. Even if it's "just" soil and seeds. I don't know what's lacking in your area, but whatever it is, may be supplemented by the local library.
