Those sources, speaking to English media, spoke of the fourth circle as possibly including England. The discussion in Europe is somewhat different. Starmer's discussions in Europe were not significant from a European perspective.

The fourth circle notion was not thought up with the UK in mind. It is for potential candidates for EU membership, and possibly also England. In any case, the entire thing may well be scuppered as many member states will be opposed to first circle hegemony in Europe.

EU associate membership will require full integration into the Single Market. Labour has already ruled this out.
The so-called 'fourth circle', aka the European Political Community, is no more than a discussion forum.

It's not about 'activist' involvement. The Green Party gives every member a vote in policy, which is first debated at length within working groups made up of people with expertise in their respective areas. Pre-conference workshops then bring in a larger number of people who fine-tune policy statements, and then make a recommendation to conference.
The Green Party will not be in government, at least for a while. But it is a political party, and not a pressure group.
