Not ‘per year’, it’s ‘each year’.
Per year would mean that in year 1 he overstated it by 3.6, in year 2 it was overstated by 7.2, etc etc.
Each year means that every year, he overstated it by 3.6.
I wish ‘journalists’ and headline writers would learn to be more careful with what they write. Words do have meanings, and journalists, of all people, should know this.

I also remember as a young boy in the early 70s, my mother told me that she had told a couple of women where the key to our house was, and that if they needed to escape, they could come in any time of the day or night.
It took me a few years to realize that she knew these women were suffering abuse, and was offering to help.
