Honestly, my recommendation would be JSON, if you hadn't ruled it out. If there are only a few values JSON can't handle, you could use a custom encoder and decoder.
Otherwise, maybe try pickle?
I wouldn't use sqlite to store a dict, unless it's guaranteed to be a single-level dict with string keys and basic data type values, and in that case what you have is more like a dataclass or named tuple anyway.

Hmm... on my personal computer #Firefox definitely seems to behave the way you want: no search suggestions popping up no matter how long I wait.
I still don't know which setting controls it but the second image shows some that might be relevant 🤷 This is FF 125.0.3 by the way

ohhh yeah, I see... sorry, I was thrown off because for me there's a time delay before it pops up with web search in the address bar, and it's just long enough that I never see that happen normally, but when I was checking to see what happened when I turned that setting on I waited longer than usual.

I know the setting exists because I'm using it right now (on my work laptop). I have a separate search text box, and typing in the URL bar does not trigger a search. And it's not because of an extension. I just don't remember which setting it is.

I don't remember the exact setting, but there's an option to break out a separate text box to handle search, and then the URL bar won't try to search anymore. Or at least, that's how it works for me. I'll try to find out what the setting is when I get a chance.
