I think Monero proves those concerns about anonymity false, except maybe money laundering and evading taxes, which I don't think is even something you want to solve within the currency itself.

What's worst case likely scenario if you don't get the license and operate an illegal HAM? Does law enforcement actually find people doing that and jail/fine them? Or is this like a tearing the tag off the mattress kind of thing?
