Yes, I agree. As far as I know, Luke is indeed in favor of reducing the block size.
I wonder how significant the change would be (in terms of a GitHub PR). It might just involve reducing the current block size by a factor of 3 (or something similar, but I haven’t looked into it yet).
Having an open BIP could increase discussion on this topic.

Large blocks make running a node difficult, especially for low-end devices.
They also reduce the value of block space.
We should reduce the block size and continue discussing covenants and other scaling solutions.

I believe the current fork proposals (except for consensus cleanup) are an attack on #Bitcoin. We don't need bigger blocks or denser transactions. We need stability on the base layer and to build better layers on top. #Lightning and #eCash are good examples of what we can do if we focus on what is important instead of trying to kill the base layer.
