I like your take on this. Ivory for iOS has implemented a quote/boost feature and I was trying to determine if I wanted to use it. I'm thinking of limiting its use for posts by organizations and not individuals, or maybe bots. Otherwise, yes, I didn't see a lot of good coming out of the feature when one Twitter user would quote another.
