Kindasorta. I do partly agree with you:
1. Humanity's base OS is pretty dumb.
2. Humanity on earth systematically purges wisdom every time a great old person is replaced by a new person.
But, I have a few extra views:
3. Human nature is boringly predictable if we zoom out and regress to the mean.
4. Image > Reality, including scary things.
Therefore, I trust this will all play out 1,000 years from now, with AI hover-politics and cyber-retards. Our panic is an illusion of meaning.

There is hope. Some of the things we're seeing are unveiling after only a century (the OG Progressive movement started much of where we're at).
At one time, it was easier to suppress all free discussion, before we were all free to buy perpetual information transmission devices.

In ELI5 language, he's basically saying:
"We need people to choose their algorithms, instead of the algorithms simply being open for the public to look through".
An algorithm is, plainly, a set of computer rules to make stuff happen. He's referring to social media algorithms, which are super complex.
What he doesn't see is that people already pick their algorithms. We consent to use something, and that's our vote. If we don't like it, we do something else.
