I've looked into this new floating fees algorithm. What I've started
is an ipython notebook to gather data and look into some statistics.
Right now it's probably not so exciting because the rules aren't
active, but maybe someone is interested in this or wants to extend it
a bit.

The probably most interesting graph is the one attached. It's the time
series of the estimated fees per confirmation level over the course of
4 hours. The vertical green lines indicate where new blocks have been
found.

Well, no, and yes. It doesn't work like that.
If you have your own domain, you can store your key there as a TXT entry.
$ dig +short harald._pka.schil.ly. TXT
and even use it automatically:
$ gpg … --auto-key-locate pka -r email at address.domain

from what you wrote I suggest to use a subdomain. Would this be
possible for a schema? E.g. schema.bitcoin.org and it points to an
indepedently run server for the files …

Hi, have you checked out databases like OKFN and searched for existing
vocabularies for payments? I don't think it's a great idea to
re-invent it, if there is already some existing protocol.

I think this is indeed a controversal topic. I just want to add the
remark, that it would make sense to have the wiki page *and* this more
"official" page. I would envision this official page as some kind of
"stamp of approval" which includes some sensible criteria, e.g. it
works for many users, the development hasn't stopped some time ago
(bitrot), code review, the author(s) is/are known to the community,
private keys aren't accessible by the webservice, etc.
The ordering should be by alphabet, in a vertical list with a short
unbiased description.
