I was reading it as the aftermath of a the great battle. The part about birds seems to speak about carrion birds and feasting on the flesh would be them eating the dead.
Matthew 24:28 "Wherever there is a carcass, there the vultures will gather."
Kings, generals and, horse and rider seems to talk about the elite and their armies. It also speaks of the useful idiots as free and slave, great and small.
