if you put companies under pressure to comply with something, they’re always going to do the cheapest, easiest thing that guarantees compliance. There’s also going to be a market factor where the emergence of commercial solutions to the requirement will push things in a certain direction too.

Then we create a law that compels everyone to plonk a massive floating div in front of every page containing 200 lines of incomprehensible legalese that invariably nobody reads and just accepts.
