LOA means how much the marina will charge. You dont need all the fancy electronics. You need a compass, paper charts, and a working VHF. In a hospital setting, the opiates are monitored and regulated. On the streets, the sky is the limit. The people who are willing to throw their lives away, just to get high, are not worth my time or effort.
