I’m here cracking up because I’m still pondering this ‘kludge’ over coffee.
Of course, your intern also skipped the simplest assignment which is the string literal:
a = b = "-1"
So yeah, head-scratching is still called for… unless it will be (or more likely *was*) a variable at some point.

Both may be already typed as string; and agree this concatenation was likely a hamfisted cast: could’ve used
= (-1).ToString()
or better yet
= $"{-1}"

LOL, I hunted this down just to see if the street number was actually ‘420’ (it is). Apparently r/FormerPizzaHuts on Reddit had a field day with the signage. At some point it was rebranded as ‘The Painted Horse’
