Short of the kind of governmental control of computers like in Vinge's science fiction novel "Rainbow's End", in which even individual logic gates became part of a government controlled network, it's literally not possible to impose these kinds of controls when you can by a cigarette-box-sized computer you can use to control the process for under $40.

We finally got AT&T fiber to the home and got rid of our Comcast service. It's taking Comcast a while to quit billing us for the service we cancelled two months ago.
