Saw this in the context of school meals, but it applies generally: if you think benefit Foo should be means tested so that the 'rich' can't abuse it, you're wrong. Means testing costs a ton of money and can cause people who need it to not apply. Instead, give it to everyone by default and raise taxes on whoever you were going to define as 'rich' so they pay their share. Functionally the same, easier/cheaper to administrate, will do more good.

@npub1cvv…mv8d With no one clearing out Gobbo Cave you end up with a huge goblin population, who start stealing food from the local villages (could be chickens, could be children, basically the same to them...). And you don't even want to think about all the unchallenged Evil Wizards! But OTOH, the boom in the construction industry from all the dark foreboding towers...

Someone's done a D&D-style TTRPG where the "Adventurer's Guild" go on strike over pay and conditions (access to healing & magic items; lack of pension provision & parental leave), right? That feels to obvious to not exist already.
