Not like monero, no, it doesn't hide sender with decoys for example so it has a visible transaction graph, not sure about their layer 2 though seems like a different design but it's not live yet, also MWEB can sort of be traced if a node is online 24/7 and recording everything forever, but it has confidential amounts
