I doubt this will happen because it seems infeasible, but it should go without saying that if a million people of a certain ethnicity live in a place, and then you forcibly make it so that those million people of a certain ethnicity are no longer in that place — not just by killing them but also by relocating them — then that is textbook ethnic cleansing.
