If you want to replace it with equal amounts of a very difficult to use at this scale and highly complex (in comparison) product, you will end up with far higher material costs and higher process costs.

For large structures, concrete is very close to the optimal costs.
Cheap polymers cost about two orders of magnitude more than concrete. For nuclear concrete, it's still a bit more than an order of magnitude difference."

That's interesting. I was under the assumption polymers would indeed be cheaper.
