I took a look inside the hole and it all looks good. can't see any water remaining.
reassemble it, go through the commissioning process, and... pop! gas fires right up! hasn't gone off on timeout since. surprisingly, spark plugs work much better when they're not half submerged underwater! who'da thunk it, eh?
my guess is the condensate drain is all gunged up and needs cleaning, and the water built up over the last year or so, but I'll let a professional tackle that.
