As someone who never ate breakfast before school until free breakfast was introduced when I was in junior high, and as someone who fell through the cracks for several years and didn't qualify for free lunches and took whatever was available for lunch (bread and butter or a carrot), I can say definitively that free meals at school have a bigger impact on learning than posting the ten commandments. It's way easier to concentrate with a full belly. The ten commandments are nice, I'm Jewish, we love commandments! But I think schools need some loaves and fishes action before the ten commandments.
