You may well be right about the good will issue but there is a chance that what competent managers are left might be able to squeeze 1% or so out of good housekeeping savings - less messy procurement etc. Of course with the #nhstrust I cited not just the patient experience but actual patient safety suffered in consequence of a such a ridiculously high efficiency target!
