I saw Baumol speak at the LSE years ago & found him more convincing (but also more pragmatic) than much of the vulgar interpretation of his work (as you indicate)... that said, even there were the possibility of efficiency gains in the public sector, the required goodwill towards this Govt. to make them is I would expect completely absent. My guess is this is a totemic issue now, we're passed the point where anyone treats a demand for more efficiency gains in this climate as good faith!
