This is only my personal experience, but I had a lot of friends growing up who were associated with the foster system.
If the foster system cared even slightly about preventing abuse, none of my friends (who were not Indigenous) would have needed to live in constant terror of "family reunification" policies.
Child consent should be an absolute minimum for reunification.
The fact that it isn't is proof that the system doesn't give a fuck about abuse.
