As someone who has to pick up his idiot neighbors' half-burned trash out of his yard almost daily, I'm on the side of the HOA. I understand your concern about the class issue, and I really hope that isn't it. If it's anything like the apartment complexes around here, the dumpster is over-full. That's on management.
Maybe it's naïveté, but I'd like to believe that folks aren't deliberately dumping trash over the fence.
